139.11 CERTIFICATION AND APPOINTMENT.
   Whenever a vacancy exists for an original appointment, the appointing authority shall ask the Personnel Director to certify the name or names of persons eligible for appointment. If there is any name on an appropriate re-employment eligible list, it shall be certified and the person so certified shall be appointed. If there is more than one name, appointment shall be made first of the person whose name has been longest on the list. If there are no names on an appropriate re- employment eligible list, certification shall be made of the names of the six persons standing highest on the appropriate original appointment eligible list. The appointing authority shall appoint one of these, notifying the Personnel Director, so that the person appointed may be placed upon the payroll and the persons not appointed may be restored to the eligible list. When the vacancy is in a position above the entry level, and a promotional eligible list exists, the Personnel Director shall certify the three names standing highest on this list from which the appointing authority shall appoint one, notifying the Personnel Director of his action. The Personnel Director shall furnish one additional name for each person who indicates in writing to the appointing officer his unwillingness to accept appointment.
