139.04 CLASSIFICATION PLAN.
   The nonexempt positions in the service of the City shall be called the classified service. The Personnel Director shall make an analysis of the duties and responsibilities of all positions in the classified service and recommend to Council, through the City Manager, a position classification plan. Each position in the classified service shall be classified on the basis of the kind and level of its duties and responsibilities. A class may include one position or more than one position, and each class shall have a descriptive title which shall be used for all personnel purposes including budget and payrolls. After approval by Council of the initial classification plan by resolution, the Personnel Director shall allocate each existing position to its appropriate class. The class to which each position is initially allocated shall be the class in which the employee shall have status under the provisions of Section 139.03.
