(a) In order to expedite the work of any department or to cope with an increase in the duties which may devolve on any department, due to periodic or seasonal changes, the City Manager may transfer employees temporarily from one department to perform duties in another department. Likewise, each department head shall have power to transfer employees from one bureau or division to another within his department.
(b) The City Manager may direct any department to perform work for any other department.
