   123.03 JOURNAL AND ORDINANCE RECORD.
   (a)   The Clerk of Council shall prepare and keep a faithful journal of all the official acts of Council, which shall be a public record.
 
   (b)   The Clerk of Council shall cause to be made and kept a verbatim record of each ordinance introduced in and passed by Council, which shall be a public record.
