123.02 RESOLUTION PASSAGE AND RECORD.
   Action by Council which is not required to be by ordinance, and which is not of general public application or interest, shall be taken by resolution. A resolution shall be introduced in writing by a member of Council, and may be adopted by a viva voce vote of a majority of a quorum. No waiting period notice or publication shall be required, and such resolution shall become effective on its adoption. However, the Clerk of Council shall record resolutions in a separate book, which shall be a public record.
