121.13 ATTENDANCE BY CITY MANAGER.

The City Manager or acting City Manager shall attend all meetings of Council, and may participate in discussion of business coming before Council, but shall have no vote. Other department heads shall attend Council meetings if requested by Council or directed to do so by the City Manager.
