Whenever, in the Charter or Codified Ordinances, a publication is required to be made in a newspaper of general circulation in the Municipality, the requirement shall be satisfied if the publication is made in a "newspaper" or "newspaper of general circulation" as those terms are defined in Section 7.12 of the Ohio Revised Code, as the same shall be amended from time to time.
