The Personnel Appeals Board shall serve without compensation and shall hear appeals (1) whenever any officer or employee in the competitive service feels aggrieved by any action of the appointing authority or is suspended, reduced, or removed, and requests such hearing or (2) whenever otherwise required by law to do so. The Board shall have power to subpoena witnesses and require the production of records.
