(a) The Director of Service may exempt a prohibited discharge into a drainage ditch, storm sewer or any other storm drainage device provided that a Discharger has demonstrated to the satisfaction of the Director of Service that:
(1) A discharge is deminimus in nature;
(2) A discharge will not adversely impact the drainage ditch, storm water, drainage device or receiving waters; and
(3) The discharge is of limited duration.
(b) The Director of Service may prescribe the information necessary for a Discharger to demonstrate entitlement to the waiver in division (a) of this section.
