No person shall construct or install or cause to be constructed or installed, any driveway or approach to any lot across a drainage ditch, curb or sidewalk without first obtaining a permit to do so from the Director of Service. The application for such permit shall show the details of the proposed construction including the location, size and type of drainage pipe to be used under such driveway or approach. All driveway drainage pipe shall be installed and maintained at the expense of the property owner according to specifications prepared by the Director of Service. The fee for such permit shall be as specified in Section 903.08.
