(a) In Writing. All appeals must be made within three days following the disapproval, by the City Clerk or the Director of Public Safety, of a permit. Such appeal shall be in writing to the City Manager, setting forth the reasons the permit application should be approved.
(b) Timeframe. All decisions regarding Solicitation Permit and Roadway Solicitation Permit appeals will be made within 10 days following the notice of the appeal. All decisions regarding revoked or suspended Roadway Solicitation Permits shall be made as soon as reasonably practicable under the circumstances. All decisions on appeals made by the City Manager or his designee shall be final.
