945.08 CONTAINER REQUIREMENTS.
   The quantity of solid waste shall not be limited; except that containers shall not exceed thirty-five gallon capacity and except as provided by the contractual carrier and approved by Council. Yard waste must be separated from other solid waste and placed in a separate container or paper bag designated for yard waste collection. Paper bags or plastic bags designed for refuse collection may be used. Plastic bags of a mil thickness of at least 2.5 and a maximum capacity of thirty gallons or eleven pounds are acceptable as are paper bags designed for refuse collection having a thickness of 1.5 mils and a maximum capacity of thirty gallons or fifteen pounds. Such plastic or paper bags are to be securely closed and placed at the location specified in Section 945.09. The Director of Service or his authorized agent may refuse to accept for collection all unauthorized containers such as paper bags not designed for refuse or cardboard boxes when the same are used as receptacles for garbage, refuse, rubbish and other solid waste. Sticks and branches are not required to be placed in a paper bag or container if they have been securely tied with a biodegradable material into bundles of not more than five feet long or twenty-four inches in diameter. Bulk materials shall be collected including, but not limited to large household objects, automobile parts, broken concrete, lumber, stones, bricks, plastic and dirt when provided by the subscriber in manageable weights not exceeding fifty pounds and/or five feet in length. Containers shall be placed at the curb or edge of paved roadway no sooner than twenty-four hours prior to the start of the collection period and shall not remain at the curb or edge of the paved roaday more than twenty-four hours following the end of the collection period. For purposes of this section, collection period shall be between the hours of 6:00 a.m. and 6:00 p.m.
