The Director of Service shall provide for the collection of one-family, two-family and residential condominium solid waste collection at least every week. He is hereby authorized and directed to make such rules and regulations with reference to the handling, collection and disposal of solid waste as may be necessary, proper or convenient to facilitate their collection and disposal.
