The following definitions are hereby adopted for the purposes of this chapter:
(a) "Garbage" includes all putrescible wastes, except sewage and body waste, and includes vegetable and animal offal, but excludes recognizable industrial by-products.

(b) "Refuse" or "rubbish" includes nonputrescible, nonliquid wastes such as ashes, cinders, tin cans, glass, bottles, rags, wastepaper, wood and paper boxes. Bulk materials, including but not limited to household furniture, appliances, other large household objects, automobile parts, broken concrete, bricks, plastic, lumber, stones and dirt are considered to be “refuse” or “rubbish” of the type to be collected under Section 945.02 only if it is provided for collection in manageable weights not exceeding fifty pounds and/or five feet in length.

(c) "Subscriber" means any householder within the City except an owner, tenant or occupant of a three or more family dwelling but including residential condominiums.
(d) "Householder" means the head of a family or one maintaining his or her separate living room or quarters in the City, and includes owners, tenants and occupants of all single-family, two-family and residential condominium premises from which garbage or refuse, or both are generated.

(e) “Yard waste” includes grass clippings, leaves, shrub/tree trimmings and limbs less than six inches in diameter and other organic waste from yards and gardens.
(f) “Recyclable materials” includes newspaper, glass, aluminum/bi-metal beverage cans, #1, #2 and #3 plastics, tin/steel food cans, corrugated cardboard or any other commodity agreed upon by the City, and the person, firm or corporation with whom the City contracts under Section 945.02.
(g) “Solid waste” includes garbage, refuse, rubbish, recyclable materials and yard waste as defined in this section. (Ord. 103-93. Passed 11-15-93.)
