941.02 RULES FOR USE; PERMIT REQUIRED; FEE AND WAIVER.
   The Director of Parks and Recreation shall have authority to make and enforce reasonable rules for the use by individuals and by groups of the public parks and playgrounds owned entirely by the City. No person shall assert any special right to the use of any park, playground or portion thereof except in compliance with such rules. Groups shall apply for a permit for such special right, to be issued by the City Clerk in accordance with such rules, with the approval of the Director of Parks and Recreation. The fee for such permit shall be three dollars ($3.00), but the payment of such fee may be waived by the Director in the case of charitable or nonprofit organizations.
