All existing public parks and playgrounds in the City, as well as all future parks and playgrounds which are the property of the City by dedication, purchase, bequest or otherwise, whether owned by the City alone or jointly with the board of Education, shall be under the charge and supervision of the Director of Parks and Recreation so far as the City's participation is concerned.
