The sanitary sewer system capacity charge together with all other sewer charges provided by the contract between the cities of Worthington and Columbus are hereby made a lien upon the corresponding lot, parcel of land, building or premises served by a connection or connections to the sanitary sewage system of Worthington, such sanitary sewage system being tributary, either directly or indirectly, to the sanitary sewerage system of the City of Columbus. If the same is not paid within ninety days after it shall be due and payable, it shall be certified by the City Clerk to the Auditor of Franklin County, Ohio, who shall place the same on the County tax duplicate with the interest and penalties allowed by law, and be collected as other taxes are collected.
