929.02 SEWER SURCHARGE AUTHORIZED; BILLING BY COLUMBUS.
   (a)   Amount Established. There is hereby established a sewage surcharge of seventy-five cents ($.75) per 1,000 cubic feet of water used by each and every consumer of water within the City whose residence or establishment is connected to the sanitary sewerage system of the City.
 
   (b)   Relation to Sewer Contract. The surcharge shall be in addition to charges established for premises within the City connected to the sanitary sewerage system of the City, by the contract existing between the City of Columbus, Ohio, and the City of Worthington.
 
   (c)   Manner of Billing by Columbus. The surcharge shall be included as a separate item on the bills rendered to consumers of water by the City of Columbus, Ohio, in accordance with the terms of the aforementioned contract.
 
   (d)   Notice to City of Columbus. The Clerk of the City is directed to forward a copy of this section to the Director of Public Service of the City of Columbus, Ohio, requesting that the surcharge established herein be included as a separate item on the bills rendered to water consumers within the City of Worthington, Ohio, whose premises are connected to the sanitary sewerage system of the City of Worthington, Ohio.
