(a) Amount Established. There is hereby established a surcharge of seventy-five cents (75¢) per 1,000 cubic feet of water used by each and every consumer of water within the City of Worthington.
(b) Relation to Water Contract. The surcharge established for consumers within the City shall be in addition to charges established by the contract existing between the City of Columbus, Ohio, and the City of Worthington, Ohio.
(c) Manner of Billing by Columbus. The surcharge shall be included as a separate item on the bills rendered to consumers of water by the City of Columbus, Ohio, in accordance with the terms of the contract between Columbus and Worthington, Ohio.
(d) Notice to City of Columbus. The Clerk of the City is directed to forward a copy of this section to the Director of Public Service of the City of Columbus, Ohio, requesting that the surcharge established herein be included as a separate item on the bills rendered to water consumers within the City.
