No plumber or other person shall make any attachment, addition to or alteration in any service pipe, cock or any fixture or appliance connected with the water service, unless he shall first obtain a permit from the Director of Service for such work. He shall make a written return of the same fully showing all such connections and extensions together with such other data as may be required by the rules and regulations of the City.
