   923.01 OBSTRUCTING DRAINAGE DITCH PROHIBITED.
   No person shall obstruct a drainage ditch, storm sewer or any other storm drainage device in this City or permit or cause the same to be obstructed in any manner which will interfere with the free flow of water therein.
