No person shall fail, within six months after sewer services shall be made available to the lot on which his dwelling house or place of business is located, to connect his sanitary services to such sewer and to discontinue the use of any septic tank or privy on such premises. Any privy vault, cesspool, sewage or septic tank or other device for treatment or disposal of sewage shall be thoroughly cleaned and filled to the ground surface with earth, ashes or other suitable filling material promptly upon its abandonment.
