In the event residents of any residential area within the City may now, or from time to time in the future, desire street lights of different design, different intervals and/or of additional light lumens per light than provided in Section 909.01, the City shall pay from its general funds the cost of 2,500 light lumens per light, at intervals of approximately 250 feet. However, any additional cost of installation, cost of equipment and/or additional cost of electricity consumed shall be paid for by the residents of such area by special assessments as provided for under the statutes of the State, or by contract between the residents of such area and the Columbus Southern Power Company.
