The Director of Service is authorized to furnish such street lights, provided the same are available under the provisions of the contract referred to hereinabove, when requested in writing by the owners of sixty percent of the front footage of the abutting properties, or whenever, in the opinion of the Director, the furnishing of such street lights is necessary, desirable or is required for the health, welfare, safety and morals of the areas concerned or of the City.
