Property owners may pay their individual portion of the cost of the sidewalk construction either:
(a) In cash within sixty days after notification from the City of the amount due for said construction; or
(b) By way of special assessment in accordance with Chapter 727 of the Ohio Revised Code, levied against the benefited property, payable in not more than five annual installments, with interest at such rate as shall be determined by City Council.
