Council may direct, by ordinance, that a sidewalk within the public right of way along any City street or highway be placed in a different location (within reference to grade and alignment), if such a move is needed to conform to an existing sidewalk or to meet special conditions, If a sidewalk is installed at the direction of Council, the ordinance shall specify the sidewalk’s line and grade.
