All sidewalks constructed within the public right of way of any City street or highway by a person other than the property owner shall be guaranteed for a period of one year against cracking, settling, disintegrating or any other structural defect resulting from improper workmanship or material failure.
Such guarantee shall be in the form of a surety bond, for the full amount of the work posted within the Director of Service and held by the City.
