No person shall dig in or disturb the surface of any public street or alley without first having secured a permit from the Building Inspector. The application for such permit shall be approved by the Director of Service. The fee for such permit shall be five dollars ($5.00) and the permittee shall cause the excavation to be made at his own expense. No excavation shall be permitted which will cause a permanent change in the established grade.
