901.11 STREET IMPROVEMENTS TO COMPLY WITH MINIMUM STANDARDS.

No person shall improve any street within the City in any manner which does not comply with the minimum standards adopted in this chapter, nor shall permission be granted to improve any street or alley except in accordance with such minimum requirements and standards.
