Whenever realty has been used by the public for street or alley purposes without interference or objection by the owner for an uninterrupted period equal to or greater than that established by statute for the bringing of actions to recover the title to or possession of real estate, the City shall acquire by such use a prescriptive right to the continuation of such use in perpetuity with the same estate as that of the original owner.
