Whenever Council decides that it is in the public interest to acquire an easement rather than a fee simple title to realty needed for a street or alley, such lesser estate may be acquired on such terms as the vendor is willing to grant. However, such easement shall be perpetual subject to reverter to the grantor if the street or alley later is legally vacated. Such easements shall not be accepted in approving subdivision plats.
