The City shall acquire a fee simple title in any realty dedicated by the proprietor for public use as a street, alley or park unless the proprietor expressly limits the estate to a lesser estate in making the dedication and such limitation is expressly accepted by the City in the ordinance accepting the dedication. The recording of the approved plat in the office of the County Recorder shall constitute a conveyance of the title.
