In the event that any owner or operator has not paid the amount due under the provisions of this chapter within fifteen days, the Board of Health through the Health Commissioner shall immediately discontinue such inspection service accordingly until the amount due and unpaid, plus ten percent of that amount due and unpaid, is paid to the Director of Finance.
