There is levied and assessed upon the owner or operator of each food establishment that sells food or drink, not for consumption on the premises, from market stands, in market houses, either public or private, receiving such inspection from the Board of Health of the City under such regulations governing such inspections as adopted by the Board, an annual license fee of fifteen dollars ($15.00) due and payable to the Director of Finance on the first business day of each fiscal year.
