There is levied and assessed upon the owner or operator of each food establishment that sells food or drink, not for consumption on the premises, in bottled or packaged form, such as wine or beer carry-out stores, receiving such inspection from the Board of Health of the City under such regulations governing such inspections adopted by the Board, an annual license fee of fifteen dollars ($15.00) for an establishment of less than 2,500 square feet of floor space, or thirty dollars ($30.00) for an establishment of 2,500 square feet or more of floor space, due and payable to the Director of Finance on the first business day of each fiscal year.
