There is levied and assessed upon the owner or operator of each food establishment that serves food or drink for consumption on the premises, such as soda fountains that are not "food service operations" as defined by Ohio R.C. 3732.01, receiving such inspection from the Board of Health of the City, under such regulations governing such inspection as adopted by the Board, an annual license fee of thirty dollars ($30.00) due and payable to the Director of Finance on the first business day of each fiscal year.
