Any dealer in secondhand merchandise who knowingly and willfully misrepresents the nature, properties or probable performance of any goods or merchandise sold by him and is found guilty of such fraudulent misrepresentation in a criminal court of competent jurisdiction or is required to make restitution in any case involving misrepresentation in a civil court, shall have his license as a secondhand dealer in this City revoked.
