No person shall operate or maintain a billiard or pool table open to the public without first having obtained a license therefor. The license fee shall be one hundred dollars ($100.00) per year for the first table in any given establishment and fifty dollars ($50.00) for each additional table. All license fees collected shall be paid into the General Revenue Fund.
