No coin-operated amusement device which is so constructed as to pay off winners in money or extra free games, or which is utilized for such purpose by the owner or proprietor paying winners on verifying their scores, shall be licensed or operated in this City and all such devices shall be common nuisances and the police are directed to seize and destroy them as gambling devices.
