(a) No person, firm or corporation in the business of distributing advertising materials on private property through the use of bags or other devices containing advertising materials shall place such bag or device on any property unless such bag or device displays the name, address and telephone number of the person, firm or corporation responsible for locating such bag or device on any property in the City.

(b) Whoever violates this section is guilty of a minor misdemeanor.
