(a) Where parking is permitted on streets or highways which have not been improved with curbs and gutters, such parking shall be only on the berm and no person at any time shall park a vehicle on the traveled portion of the roadway.
(b) Whenever, due to a breakdown or accident, occurring on the traveled portion of a street or highway it becomes impossible for a vehicle to proceed under its own motive power, it shall be removed at once from the traveled portion of the roadway to the curb or berm where it may remain only for a sufficient time to allow its complete removal to a place of safety.
(c) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
