339.18 CERTIFICATE OF NECESSITY REQUIRED.
   (a)   No motor transportation company or private motor carrier shall operate any motor vehicle in the Municipality for the transportation of persons or property, for compensation or for hire without first obtaining a certificate of public convenience and necessity as required by Ohio R.C. 4921.05 et seq.

   (b)   Whoever violates any provision of this section is guilty of a misdemeanor of the third degree.
