§ 70.20 LICENSE PLATES.
   No person shall operate or drive a motor vehicle within the city without having conspicuously displayed thereon numbered license plates as required by state law, securely fastened, and which shall be kept free from mud, dirt or other obstruction so that the numbered license plates shall be clearly legible by other persons upon the highway.
