§ 52.15 OWNER RESPONSIBLE FOR PIPE AND FIXTURES.
   All owners must, at his or her own expense, keep their service pipe from the point of connection with the city mains to their premises and all other apparatuses in good working order and properly protected from frost and other danger or damage, including standing water or water seepage. No claim shall be made against the city by reason of the breaking of any service lines or apparatus or from any other damage that may result from shutting off water for any reason. If the city’s construction-related activities cause the service line to leak, the city may pay for said damage but is not required to do so. Upon notification of the property owner that his or her water service line is leaking, the owner shall promptly cause the service to be repaired by a licensed contractor. Delay in getting the service line repaired shall be cause for the service to be shut off until the repair is made and the owner shall reimburse the city for all associated costs, including the use of unmetered water covered by the leakage.
