(A) All service lines shall be at least six feet below the established grade of the street, avenue or alley in which laid, and in all places at least six feet below the surface of the ground, unless otherwise authorized by the City Council, in writing. All plumbing fixtures, piping or apparatus shall be installed with such materials and in such form and manner as authorized by the City Engineer, in writing.
(B) When service pipes are found disconnected at the corporation stop at any main, they may be reconnected only by the city or on its order. No water main or service may be laid in the same trench with gas mains, sewer mains or other conduits.
