(A) The owner of property may have his or her water meter tested by making a written request for testing to the Finance Officer. If the meter over or under registers by more than 3%, the cost of testing shall be paid by the city. If the meter over or under registers by less than 3%, the cost of testing will be paid by the property owner.
(B) In case any meter fails to register properly upon testing, the amount overcharged or undercharged for water during such period shall be estimated by the City Council and based on the average amount used in a previous similar period.
