When operating within the municipality, a commercial garbage hauler shall comply with all rules, regulations and performance standards established by the county, as well as any applicable regulations of the municipality. Such rules, regulations and performance standards include, but are not limited to, the requirements for a volumebased rate structure and for the collection of recyclable materials, as established by the county and/or the municipality. In no event shall this section be interpreted to mean the municipality may not impose rules, regulations and performance standards in addition to those established by the county.
