(A) The city shall contract out the collection of garbage for residential curbside pickup. The rates for the purpose of collection, hauling and disposing of regular household solid waste curbside pickup shall be paid monthly to the city by the occupant of every dwelling house, apartment or building used or occupied for residential purposes and has curbside pickup service.
(B) The recycling of plastic (numbers one through seven), aluminum, clean aluminum foil, tin containers, newspaper, magazine, junk mail, phone books, light colored papers, computer paper, grocery and other plastic bags, bubble wrap, cereal and soda boxes (chip board), corrugated cardboard and glass containers (clear, amber, green and the like) are required by the city. The recyclable items will be picked up on the first and third Wednesday of the month with no limit on the number of items. Single sorted recycling allows the placement of all recyclables in one container or clear plastic bag.
(C) (1) As of April 29, 2004, it was no longer lawful to dispose of electronics in the Sioux Falls Landfill; therefore, the recycling of electronic equipment is required in the city.
(2) Electronic equipment is split into the following categories:
(a) Large electronics: desktop PCs, monitors, laptop PCs, mainframe computers UPS systems, printers, TVs (including console units), VCRs (laser disc and DVD players), pinball machines, typewriters, word processors, copy machines, fax machines, scanners and stereo receivers; and
(b) Small electronics: cell phones, pagers, PDAs, handheld video games, calculators, small MP3 players, small CD and cassette players, small radios, small walkie talkies and digital and electronic cameras.
(3) Electronics may be set out for collection on regularly scheduled recycling days, but will require a fee set by the garbage collector.
(D) The monthly rates for the residential curbside garbage collection within the city shall be set by resolution of the City Commissioners. The monthly rate for residential curbside pickup includes the curbside pickup of the recyclable items (excluding appliances and electronic equipment), but limits the number of regular garbage bags or cans (up to 50 each) to two per week.
