§ 154.02 STATUTORY AUTHORIZATION.
   The legislature of the state has, in SDCL Chapter 9-36 and § 7-18-14, delegated the responsibility to local governmental units to adopt regulations designed to promote the public health, safety and general welfare of its citizenry.
