The curb and gutter shall be of Portland Cement Construction, not less than 3,000 PSI, with the curb six inches in width and extending six inches above the gutter. The gutter shall be of six and one-half inch thickness, extending 24 inches into the street. The City Commissioners may direct that the curb and gutter be constructed and the cost assessed against any abutting property owner.
